This paper evaluates and compares the effectiveness of the 2012 Advanced Clean Cars Act in California and the Charge NY Initiative in New York in boosting electric vehicle (EV) registrations and sales, as well as their impact on reducing carbon emissions. A comparative analysis was conducted using data on EV registrations, sales figures, and carbon emissions from 2011 to 2021. Statistical tools, including the T-test, were applied to determine the significance of differences in EV adoption rates and emissions reductions between the two states. The analysis revealed that California's Advanced Clean Cars Act resulted in a significantly higher increase in EV adoption than New York’s Charge NY Initiative, as evidenced by a p-value of 0.00153, indicating a statistically significant difference between the two policies. These findings are important because they highlight the effectiveness of more aggressive regulatory frameworks and incentive structures in accelerating the transition to cleaner transportation and meeting environmental goals. This suggests that similar policy designs could be key in driving large-scale EV adoption and achieving emissions targets in other regions.
